About visa, permanent resident card and citizenship

It is not a secret that many buy property in Greece in a hope to get a permanent resident card. And of coarse, Russian as foreigners are interested in question could be such situation that one day the owner of the property will not get a visa? Will be owner allow to the country in any case?
