Worked out a draft which agreement of building projects is planning to simplify for 30%

Ministry of building, architecture and housing and utilities infrastructure made a legislation of making changes in some laws (according to the assistance investment in construction). It was informed by deputy minister of construction Yriy KAZMIRUK.

According to his words, if it will accept, then quantity of licensing procedures by agreement of construction projects can be shortened on third. “By these results we lay out an aim just for 30%, it is relative number, shortened the number licensing procedures”, - admitted Y. KAZMIRUK.

Legislation is agreed with different ministries and departments except State committee of business and does not registered in department of Justice. According to the legislation, assignation of the lot will be making by single-short agreement with local council which simultaneously will give permission for leading of top reconnoitering works and making of technical documentation.

“Assignation of lots it is a very important moment. You know it perfectly that the process of giving land continues 1,5-2 years, investor on the second stage is not always sure that he will get a lot for construction”, - said about working system of land allotment deputy minister.

Also, by legislation offers to give lots for business but only under condition of competence – through the tenders or auctions.


Except this, there is a mechanism of “while window” while preparation of data and shattering of terms of its preparation, direct separation of construction passport and base data; the procedure of registration of the object in office of State architecture construction control instead of giving the permission for construction; obligatory development of rights of construction and if they are it will cancel the necessary of issue the architect-planning exercises.


Y. KAZMIRUK underlined that legislation makes harder demands to the author of the construction project, who will be divested of certificates and license “for his bad working”. “Sometimes, there are such cases when investor controls the author of the object. It is also such kind of emergency. We should fight with it”, - added deputy minister

This document enters an expertise by the principle of organizational unit, so called “whole window”. “Today there are six types of obligatory expertise, but in general 13, which sometimes continue 30-45 days. And to make all of this continuation, investor sometimes should go long time to receive complex, positive conclusion”, - said Y. KAZMIRUK.

In general he reminds that investor should make minimum 109 tactic-technical things before getting permission for starting construction.

“He should visit 25-35 organizations, for 4-6 times. There is neither patience no health to fight with this bureaucracy”, - said Y. KAZMIRUK.
