What is privatization?
What is privatization?
Privatization is free-will and free of charge receiving in property of citizens their living places which are in state or municipal fund. You can use this right just once.
As for minority there is such nuance: except including in a number of owners, for example, flat of parents reaching 18 years they have a right to form accommodation in property.
In privatization take part all registered in a flat including minority. Any of adults can refuse where the right for free privatization is in force.
Necessary documents:
1. It is necessary to order in the Bureau Technical Inventory (BTI) copy of floor plan and exploitation. Certificates are in use for 1 year from the moment of giving.
2. You will need a copy of financial-personal account and extract from house book – all these are forming in Direction of only ordered by the place of registration. There they get originals of
warrant but before it is necessary to form correspondent inquiry in the department of region Management of municipal accommodation.
3. In the department of privatization the director will take your documents and will tell the date of forming certificates “Application” and “Contract of transmission”.
4. In fix day all adults who are registered in the flat (including those who refuse from privatization), sign the “Application”. In “Contract” put the signature the representative from the side of Management of municipal accommodation.
List of documents for privatization:
- Extract from housing book;
- Copies of passport of all who registered in flat (for people who are under 14 copies of the birth-certificate);
- Authorization to an apartment or contract of social hire with extract from decision about it conducting;
- Exploitation and floor plan BTI;
- Check about payment of state duty;
- Extract from house book by new place of living of minority – if child was taken away from registration before privatization, but still was in the extract from house book by old place of living.
List of the documents could be changed, that is why t is better to specify in the privatization department Management of municipal accommodation. While receiving in Direction of only ordered necessary for privatization documents it will be great to check the correct writing of names, surnames, address as all the rest what is written in certificate.
Privatize or not?
In general we should single out following advantages and disadvantages of flat privatization:
Advantages:
- Privatized accommodation could be bought, sold, exchanged, devised, presented, rented, re-planned. When the accommodation which were received by the contract of social hire could be just exchanged and only with permission of municipal authorities.
- While pulling down the old privatized accommodation country must give you new in the same district.
- You could not be moved from privatized flat for nosy behavior. But from the flats which are occupied by the contract of social hire you could be moved and for behavior, and for not paying if it is more than 6 months.
Disadvantages:
- Owners of flats in future should pay the tax for property.
- In spite of the fact that owners bear huge expenditures payment for flat will not be less. Besides, if dwellers are not in the category of poor, then according to the new Housing codex, even for living in state flat you should pay by the contract of commercial hire.
- Owners pay all expenditures of repair not only their flat but also whole house: porch, elevator, attic, and basement. Repair of the hire accommodation is for the cost of city.
